Reading Borough Council is now consulting on two planning policy documents:
- The Draft Reading Town Centre Public Realm Strategy and
- The Draft Statement of Community Involvement (SCI)
The Draft Reading Town Centre Public Realm Strategy sets forth a comprehensive vision aimed at long-term improvements to the town’s public spaces. The plan is to create pleasant, accessible and sustainable environments that will support the town’s growing population and economic development.
It will supplement the Local Plan and inform decisions on planning applications and investment decisions.
It is important to note that the guidance is not intended to be prescriptive. Guidance within the draft simply illustrates examples of how design principles might be applied.

The SCI is a document which sets out how the local planning authority will involve the community in producing planning documents, as well as on planning applications and pre-application enquiries.
A review of the SCI’s content was carried out in October 2024 and found that the SCI was up-to-date other than elements related to neighbourhood planning. Therefore, the Council is proposing updates to address this alongside other minor changes.
